    The Human Resources Administration Division (HRA), located near the State Capitol in Atlanta, GA is one of five divisions within the Department of Administrative Services (DOAS). The agency provides enterprise business solutions for Executive Branch Agencies. DOAS is a hybrid work environment and telework is encourage with some days in the office required.

    To address statewide challenges in hiring and retention, HRA has formed a new unit titled Recruiting and Retention Unit. The unit will improve the state’s workforce through 3 areas of focus - marketing and awareness, talent pipelines, and retention strategies/employee experience. The unit will also facilitate and execute the Workforce Strategies Initiative (WSI) led by HRA in collaboration with the Office of Planning and Budget, Department of Education, Technical College System of Georgia, and the University System of Georgia.

    The unit will also partner with a third-party consulting group to build and execute an enterprise-wide retention study designed to identify reasons for turnover, develop retention strategies and best practices. As new recruiting and retention opportunities are identified, the unit will take advantage of those opportunities as they present themselves. This unit will provide overall program status reports, individual visit reports, talent pipeline reports, and other related reports on a weekly, quarterly, and annual basis, and manage an annual budget.

    The ideal candidate will have:

    • Ability to meet objectives and get work done through others
    • Excellent oral and written communication and presentation skills
    • Strong interpersonal skills
    • Ability to handle multiple projects at once and prioritize workload.
    • Build and maintain trusting relationships with professionals at all levels throughout the state
    • Strong Microsoft Office skills including Microsoft Word, Excel, and PowerPoint
    • Ability to gather and organize data and then make data driven decisions



    Job Responsibilities include but are not limited to:

    • Organize, execute, and participate in all WSI Workgroup meetings.
    • Ensure all WSI Workgroup meeting’s proceedings are tracked and documented.
    • Report out on past, current, and future strategy implementation during each WSI Workgroup’s meetings.
    • Ensure execution of prioritized WSI strategies from current and future WSI Workgroups including:
    • Promote targeted jobs at high school and college career fairs,
    • In collaboration with agencies, and other HRA units build agency internships,
    • Conduct market research and identify marketing channels for target audience (radio, social media, high school programs),
    • Lead production of videos to explain state jobs,
    • Research longevity raises and step increase options through collaboration with other HRA units,
    • Build standardized messaging across all media for targeted jobs,
    • Create and execute social media campaigns focused on targeted jobs,
    • Research linking compensation step increases to the earning of additional credentials- State Authorized/ DOAS endorsed,
    • Execute other strategies as they are identified,
    • Establish statewide POST Certified bi-annual multi-agency career fairs,
    • Expand partnership with US military branches and programs for targeted jobs.
    • Through a combination of support and execution facilitate the following strategies assigned to WSI partners to include:
    • Establish a state speakers bureau for education partners,
    • Create Govt/Nonprofit Accounting pathways in High Schools,
    • Partner with colleges to create governmental accounting certificate programs,
    • Partner with Institute of Government to create on-demand training videos for entry level governmental accounting,
    • Form a standing accounting workgroup to coordinate enterprise accounting training and workforce needs,
    • Explore opportunities for tuition reimbursement for work related programs,
    • Research providing pay increase based on additional training,
    • Partner with active CGFMs in state gov’t to create a focus group to increase/encourage CGFMs certification,
    • Execute other strategies as they are identified,
    • Develop education programs to help middle school and high school students understand actions that may disqualify them from jobs in law enforcement,
    • Expand partnerships between high schools and post-secondary education,
    • Market ride-a-long opportunities and job shadowing with state Law Enforcement,
    • Promote new HOPE career grant for law enforcement.
    • In collaboration with other HRA units, execute the enterprise retention study to collect data to support development of retention strategies and identify retention strategies and best practices.
    • Successfully lead team and develop individual’s skills and abilities.
    MINIMUM ENTRY QUALIFICATIONS:

    Bachelor's degree in a related field from an accredited college or university AND Five years of management human resource experience.

    Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

    • 3 years facilitating programs or workgroups whose purpose included driving change in an organization.
    • 3 years college recruiting experience.
